- Secure a Health Certificate issued by a duly licensed local veterinarian not more than 30 days before arrival in the Philippines. It should certify that the animal is free from, and has not been recently exposed to, any dangerous communicable disease, and that it has been given anti-rabies and other required inoculations.If the country of origin is not free from rabies, a certification that there have been no rabies cases within a 20 kilometer radius of the pet’s home in the last six (6) months shall be submitted.A vaccination card showing the pet’s vaccination for rabies, canine distemper, infectious hepatitis, leptospirosis, canine parvovirus, or feline panleucopenia and proof that the animal was treated for internal and external parasites.
- Send/present the Health Certificate for certification/authentication at the Ministry of Foreign Affairs of country of origin. Ministry will affix its apostille or stamp on the document to make it a valid international document.
- Send/present the Health Certificate for certification of authenticity to any Philippine Embassy/Consulate three (3) weeks before shipment
- Secure an Import Permit by either of the following ways:

The information that the pet owner must provide are:- The species and breed of the pet(s);
- The gender and description of the pet(s) you are bringing;
- The expected date of the pet(s)’ arrival in the Philippines
The Import Permit may be filed by any party in Manila in behalf of the owner/importer provided that the fee of around Php200.00 (US$2.00 approx.) is paid and the particulars of the pet (kind, breed, age, etc.) are known to the representative.
A copy of the import permit should be faxed to the owner/importer. It should be presented at the airport upon the arrival of the pet
OR
- Upon arrival at the airport in Manila by presenting the certified health certificate (refer to nos. 1 and 2 above) to the Quarantine Officer on duty, filing of the required import permit and the payment of the corresponding fee.
